Summary10040: All languages visible, even though only English is activated
Description

Version 2.5 RC2 151008
Base URL shows available surveys (none in my case) and a dropdown list showing all languages LimeSurvey is aware of. I would expect this only to show the languages I activated.

I know see that I have been wrong; by default all available languages are activated and I have to de-activate all.

I think by default all languages should be de-activated (except English) and the administrator can switch on languages as needed.

I expect that nearly no user will activate all languages.

You think it's best if only language selected by super admin is selected after install a new installation ?
If yes : please update the title of Feature :)

I would like to update the title (Summary) of this feature request, but even after logging in, I see no possibility to do so? Am I overlooking something or are "normal users" unable to do so?
