Description

Actually : we can not update base language/default language for a survey.
It's easyly done with lss export. And i think it can be easily done in GUI too.

Additional Information

Think have 'language' and 'availablelanguage' in survey is a bad idea.

Survey : non availeblelanguage set : only 'default language' must be set. Exiting language (available language) are in surveylanguage settings

default language must exist in surveyla,guagesettings (or empty : no language => no public survey, but still have logic)
