Summary09955: Label set not being save on question's "save label set"
Description

Basically I have issues when wanting to save label sets in question directly. On 1st scale of dual scale array question on first question. It saves the label from scale 2 and not the labels on scale 1. I also tried Saving as new label set and replacing current label set.
I don't have the issues on saving label sets for subquestions on fisrt question or last ranking question.

It can be corrected by doing it on the administrator "Edit label sets" But the bug is when wanting to save directly on question. "save as label set"
