Summary	09832: Cannot list questions in a language other than the base language.
Description	I created a survey prior to bug 09819 with the base language English with Arabic as the second language. When using RemoteControl2 to list_questions with the language property set to "ar" it fails. The questions exist in the database. It fails weather or not the group id is included. I tried it across a number of surveys with more than one language. In all instances the API returns the status Error: Invalid Language.
Steps To Reproduce	Difficult to reproduce since 09819 prevents the creation of new surveys with multiple languages. Use attached .lss file for a survey with three languages. Post a request against the API with correct session key, survey id, and the language property set to a language other than the base ("ar" or "fr"). It will always return the error.

trumpcard21 2015-08-24 21:43 reporter ~33004	This should be closed. It would appear that the cause of the problem was the update to 2.06+ disabling all languages other than the default. I was able to reactivate the necessary language and regain access via the API.
