Summary09792: Add a replacement for survey uploaded files
Description

When transfering a survey from one server to another, if the survey have file, we don't have a clean solution to use a {} for this files.
I use {TEMPLATEURL}/../../surveys/{SID} but it's not very clean ....

I think it's great to have
{SURVEYUPLOADDIR} replacement to doit more quickly

In core, not in a plugin ;)
