Summary09621: Public list can be in "not allowed" language
Description

Public list can be set with another language than "allowed language" set in Global setting

Steps To Reproduce

Call public list with ?lang=zh-Hans (for exemple) (if you don't have chinese in allowed language in Global setings

Additional Information

Not sure this need to be fixed, but linked with https://bugs.limesurvey.org/view.php?id=9566 .

No need to fix it for 2.05 sure.
