Summary09608: Data entry drops startlanguage
Description

When entering a new questionnaire in the data entry, the language selected in the beginning is not saved in the database. Instead, "en" is saved as startlanguage in all cases.

If this is reproducable, it would be a pretty annoying bug.

Language code was being pulled from non-existent field. Fixed the reference, but Yii kept returning a URL, so I had to extract the code from it.
