Summary	09510: Non admin can't create pop-up window in RTE when editing question
Description	Non admin can't create pop-up window in RTE when editing question. The JavaScript code (window.open) is cleaned up on saving question when "Filter HTML for XSS" is On.
Steps To Reproduce	-Edit question text as non admin user. -Create a link with pop-up window. -Source is Ok. -Save -Source is cleaned up.
