Summary09417: QUESTION_VALID_MESSAGE variable is never empty
Description

In editing templates it is impossible to test the QUESTION_VALID_MESSAGE placeholder in question.pstpl for it is never empty.

Even when there is no related message content, that varialbe contains some html trash:
<span class="questionhelp" id="vmsg_46926"></span>

Please correct so we can rely on the test {if(!is_empty(QUESTION_VALID_MESSAGE)...)

Steps To Reproduce

open any active survey where QUESTION_VALID_MESSAGE should be empty and view question source code.

With all quetsion type ? I think it's only with Date question type ....
