Summary09011: Tokens without "language" do not default to the survey base language but to english
Description

When importing tokens from CSV with the columns "firstname", "lastname" and "email", the "language" field is left blank.

When you start editing the token, de value of "language" shows "english" instead of "Dutch (informal)".

Steps To Reproduce
  1. create a new survey
  2. set the survey Base language to "Dutch (informal)"
  3. go to the token list (initialize tokens)
  4. create an CSV file with this content:
    ---start file.csv---
    firstname;lastname;email
    jan;zeeman;jan@zeeman.nl
    piet;zeeman;piet@zeeman.nl
    joris;zeeman;joris@zeeman.nl
    ---end file.csv---
  5. import file.csv
  6. the tokens show a blank value for "language"
  7. click on the pencil icon to start editing the token
  8. the language show "English", you would expect "Dutch (informal)"

This is fixed in the latest version - on import the base language will be set.
