Summary	08810: When importing a question entering a question code is required which doesn't make sense
Description	If I simply want to create a new question by importing an LSQ file, the screen still forces me to enter a question code though that code is not required/used but taken from the imported question.
Steps To Reproduce	Import a question
Additional Information	Sam, I am assigning this one to you since you coded the question code validation which seems to be responsible for this issue.
