Summary08670: Screen to import responses from a de-activated survey is messed up
Description

When importing data from a de-activated survey the screen doesn't look that nice, see screenshot.

Steps To Reproduce
  1. Activate any test survey
  2. De-activate it
  3. Re-activate it
  4. Go to browse responses and click the icon to import data from a de-activated survey (see screenshot).
  5. Screen looks a little "weird".

Sam, can you please give insight as to why the wrapping div in import.php was given a "pluginsettings" class?

There are rules in /styles/configure.css that I don't think should apply at all.
