I need the same feature but in my case I need to use it for Courses.

Such a feature doesn't exist yet and will also not be available at the next Limesurvey 4 version. Maybe Limesurvey 5 can come with such a new feature but it requires a complete re-write of the core Limesurvey survey engine.

Currently you have to add all required questions at Limesurvey (use group import/export) and then dynamically display them based on the user input.
Alternatively loop the whole survey dynamically by asking users at the end "Do you want to rate another XXX" and if YES, use the auto-redirect to URL feature to start the survey again (ELSE: redirect to a different landing page).

a) a very skilled PHP developer who knows Limesurvey and Yii framework inside out
b) about 2-3 months of free time

currently there is no other way to add the questions one by one. Like Mazi wrote, import/export is a good choice, but you can also use the copy-button for questions
