Description

If a user has no permissions to create groups and isn't a member of any groups the availability of this screen simply causes confusion as they can't do anything on it.

I haven't tested this yet so apologies if I have this wrong but it looks as though only users with the global system right to create users will now see this ... unsure if it matters but currently a standard user can use this screen to see and e-mail others in their own user group (if they are a member of one) ... is the loss of this intended?

Doesn't matter either way to me but just checking you're aware having seen 'if(Yii::app()->session['USER_RIGHT_CREATE_USER''
