Summary	07081: Help-Text will not be translated if you change the language during the survey
Description	If you change the language from the "startlanguage" to another, all will changed to the target-language but the help-text is not changing.
Steps To Reproduce	I have test it on an own survey and on the sample-survey "ls191 .... multilingual.lss". The issue appears on both.
