Summary06696: Unable to add users to usergroups
Description

After upgrading from 2.0+ (121006) to 121014 it is impossible to add users to usergroups (was also in 121013)

.../limesurvey/index.php/admin/usergroups/user/ugid/1/action/add

Error message:

Internal Server Error

The active record cannot be inserted to database because it is not new.
