Summary06662: Resume survey link does not load previously filled-in data
Description

By using the resume survey link sent to email, users are unable to see their previously saved answer. Every field is set to blank as if they have not attempted the survey before.

Steps To Reproduce
  1. Answer half the survey questions.
  2. Save and resume later
  3. Load saved survey using link sent to email

This issue hasn't been fixed yet. I've applied the fix for issue 06658 on build 121009.

Issue 06663 - has been fixed by resolution of issue 06658

but

Issue 06662 - has not been fixed yet, I still get empty survey upon survey reload. For example, try saving the survey in one browser, and resume the survey in another browser. User would have to redo the survey all over again.
