Summary06573: Extra line breaks included in survey display when group name/description not displayed (but non-empty)
Description

When "show group name and/or group description" is set to "hide both", two extra <br /> tags are inserted where the group name/description WOULD be. But only for groups that have a description. If the group has a blank description, the <br /> tags are not inserted.

Steps To Reproduce

Create a survey with two groups; one with a blank description, one with a non-blank description. Set "show group name and/or group description" is set to "hide both" and format to "Group by group". Preview the survey.

Actually the line breaks should always be included because they are part of the groupdescription template.
