Survey Iteration changes value usesleft in user table to 0 instead of 1

Steps To Reproduce
  1. iterate a survey
  2. go to "Data view control"
  3. see columns "Completed" and "Uses left". "Completed" is in state "N", but "Uses left" has an "0" instead of a "1", so you get an error clicking on "Do survey" which is activated without having permissions to change anything
  4. you get an "not permitted..." on the next website clicking on "Do survey"
Additional Information

After a change to version 1.91+ Build 10604 we have this problem. We updated also to the latest version 1.91+ Build 11026, but without solving the problem.
