Summary	05308: INSERTANS are not replaced at quota URL when importing or copying a survey
Description	INSERTANS values are correctly replaced for end URL but when it comes to the quota URL, these values are not replaced.
Steps To Reproduce	Import the attached survey. Check end URL, all placeholders should be replaced according to the new SID/GID/QID. -> Check quotas of that survey, edit quotas and check end URL which use INSERTANS. The values are not replaced. Copy the survey See step 2, again, end URL INSERTANS are replaced but not the quota URL INSERTANS.
Additional Information	Problem can also be reproduced at LS 1.90+
