Summary04331: Debug mode setting doesn't work properly, have to delete install folder
Description

Even when setting $debug="1" or $debug="2" I'm asked to delete the install folder after a fresh installation. At older version this message didn't show up which is much better because when having updated the SVN version you have to delete the install folder again if you don't ignore that folder when updating.

Working for me: set $debug=2 and there will be no more warning.

It's a little stupid to add the debug setting at the beginning of the file if there is another debug setting at the end of it which overwrites the first one :-)
