Summary04125: Text when quota reached in wrong language
Description

I have this in version 1.86 and higher

I use 2 languages (fr & nl).
I make a quota with a limit of 0.

When i reach the quota, i get always the message in the default language. (in this case dutch)

1) Can you reproduce the issue with v1.87+? Many issues have been fixed in the meantime!
2) Please attach a simple sample survey (survey structure as .csv-file), where we can reproduce the issue - THX!

Problem solved in 8427.
In 8377 solved a problem with no saving a nonbase language over quota text.
