I can reproduce the issue with the attached simple sample survey.
I copied the submit date from the responses to use the correct date format.

I don't understand what you're saying in your second sentence.

Is it possible that the date format that is set on "page 2 of 2" in "Edit Survey Settings" can affect this?

I seem to be able to filter results by date if I format the search with a mm.dd.yyyy format but not with any other format, even if I've changed the date format on the survey settings. I'm not sure what the date format on survey settings effects.

The right format should be yyyy-mm-dd - but with next version it will have a datepicker and use your preferred format set in your user settings.
Also it seem that logically the 'later than' and 'earlier than' labels are exchanged.

Both issues will be fixed for the next 1.87plus version.
