Summary03729: Survey startlanguage not being recorded accurately
Description

I have activated a non-token French/English survey using 1.85+ (7557) and submitted the first 4 responses in French and the rest in English. However I see only "en" being recorded in the startlanguage column of the survey_##### table in the database. In the attached image, id's 17-20 should be startlanguage = fr

The French surveys were accessed with a URL something like http://www.mysite.com/surveys//index.php?sid=11111&newtest=Y&lang=fr

A related issue is that this column does not get exported as CSV or Excel but does as SPSS.

The data entry screen DOES save the survey language in the startlanguage column.

I can reproduce both issues:
1) startlanguage isn't correctly saved to database
2) startlanguage only gets exported to SPSS and not to CSV,.. ==> this column isn't displayed at the responses overview at all.
