Summary03590: Quota cannot be imported or exported
Description

Quota cannot be properly imported or exported since the multilingual quota feature was introduced.
It looks like it is not implemented at all for import/export.

Sorry, to have to reopen this.
For actual survey files this does work now,

but I am still not able to import quotas from older surveys like the one on issue #3540 .

That's ok Carsten :-) I've modified the import so it creates quota_languagesettings entries for earlier version exports. I also fixed a problem where deleting surveys didn't delete all the quota information! See revision 7503
