Summary20811: file upload mandatory doesn't block saving
Description

Hi,
in a survey, If I upload a file and then I remove it, even if question is mandatory I'm still able to save the answer
in responses table I saw that if the field contains [] instead of null, the answer can be saved.

Steps To Reproduce

create a fileupload question, mandatory
upload a file
remove the file
save.
