Summary20735: Deactivated survey question setting tooltip content is incorrect
Description

The tooltip for question attributes in the new React editor displays "Deactivate survey to edit" even when the survey is deactivated. See screenshot below. This can be replicated also on https://demo.limesurvey.org/.

Steps To Reproduce

Steps to reproduce

  1. Deactivate a survey compatible with the new React editor
  2. Open question settings
  3. Hover over a setting with your cursor

Expected result

I would think the help string for the attribute should be displayed?

Actual result

Tooltip displays "Deactivate survey to edit", yet the survey is already deactivated.
