The creator (survey owner) is the default survey admin.

Actual result

Survey admin is not set.

I see now, it only makes use of the global default admin name and email. Are you planning to keep the regular newSurvey view or will it be removed completely at some point in favor of the quick add? Currently the regular view can still be reached via index.php/surveyAdministration/newSurvey?tab=create.

Iit makes use of what is set in the General tab of the particular survey. If that is set to 'Inhert' and the global admin is empty, yeah, then it its empty.
