Description

New editor (editor/index.html) is referencing files that do not exist.
Eg.
/editor/build/static/js/lib-router.ff97bacb.js
/editor/build/static/js/lib-axios.d29b975f.js
/editor/build/static/js/164.337bcd42.js
/editor/build/static/css/164.4d7519f5.css
Resulting in a blank page

Steps To Reproduce

Download LimeSurvey 7.0.15+ from: https://download.limesurvey.org/latest-master/limesurvey7.0.15+260910.zip
Install LimeSurvey in an docker environment
Log in to the LimeSurvey administration panel.
Try to create a new survey.
Observe that the survey editor is blank. 
and observe in the Inspector->Networktab that 
/editor/build/static/js/lib-router.ff97bacb.js
/editor/build/static/js/lib-axios.d29b975f.js
/editor/build/static/js/164.337bcd42.js
/editor/build/static/css/164.4d7519f5.css
return 404

Expected result

The survey editor should load correctly and allow me to create and configure a new survey without any issues.

Actual result

The survey editor is blank, and I am unable to add or configure a survey.
