Summary20409: Soft mandatory question becomes a mandatory question if opopup is closed by clicking [X] icon
Description

If a question is defined as "sogt mandatory", a popup shows if it is not answered. If you do not click any of the main "Continue" or "Skip" buttons but click the [X] icon to close the popup. You get back to the question page. The mandatory warning is there but you can NOT proceed any more.You are now forced to answer the question to continue.

Steps to reproduce

Import the attached survey.
Leave the question empty and click "Submit".
Close the popup using the [X] icon.
Click "Submit" again -> You can not proceed. The soft mandatory question becomes a mandatory question.

Expected result

The popup should show again.

Actual result

No more popuop, you have to answer the question.
