Summary	20321: Question group shows as a blank group if it contains one question with no relevant subquestions
Description	If a question group contains only one question that is relevant, but has no relevant subquestions, the group is still displayed, but will be blank. Can work around by combining all the subquestions relevances and using as the question condition, but this would be more difficult to understand and maintain. if a question group contains only one question that is not relevant, it will be skipped so a question's relevance should be its relevance and at least one subquestion is relevant will add an LSS in a minute
