Summary20310: Create survey from dashboard skips initial settings
Description

After updating to 6.15.19+251017 as per 20214 the [+ Create survey] in the dashboard view, still leads to
/index.php/surveyAdministration/createSurvey
whereas the [+ Survey] menu leads to
/index.php/surveyAdministration/newSurvey

Press the [+ Create survey] button in dashboard view

Expected result

Beign asked the details for the new survey

Actual result

A new untitled survey is created as prior to the update
