Summary20236: Copying or importing a survey incorrectly opens the "Create" tab instead of the expected "Copy" or "Import" tab
Description

Attempting to copy (Surveys list > Survey hamburger menu > Copy) or import (+ menu > Import Survey) opens the survey creation page but incorrectly activates the “Create” tab; proceeding from there actually creates a new survey instead of copying/importing, whereas the “Copy” or “Import” tab should be active (and for copy, the source survey should be preselected).

Steps To Reproduce

Description of steps
Step1:  click on menu survey
Step2:  on a specific survey (say surveyABC), click the hamburger menu and select copy
Step3:  the page with slug /index.php/surveyAdministration/newSurvey#copy opens up
 
Expected results:
In step 3, we expect TAB "Copy" to be displayed
Nice to have > we would also expect surveyABC to be selected in field named "Select survey to copy: "
 
Actual results
Problem at step 3: the TAB "Create" is opened and this is confusing to users because they do not realise that they are in the wrong context (create instead of copy)


The same happen when you select "+ menu" > Import Survey, it selects the create tab instead of the Import tab. 

Thanks for improving the usability of this feature, which could be very useful if properly designed.
