Description

This is a variant to https://bugs.limesurvey.org/view.php?id=13282

Talked here too https://forums.limesurvey.org/forum/can-i-do-this-with-limesurvey/117663-making-a-relevance-equation-work-for-both-open-and-closed-access-in-same-survey

We have found problems too for example when we have a twig template reused for closed and open surveys, we don't have a way to check in the open surveys if the tokens are available, we don't have a isset(TOKEN:ATTRIBUTE_1) or something like that
