Summary	19391: CKeditor in all admin page
Description	Starting with v6 for some unknown reason the CKEditor JS files are loaded in every administration page, leading to JS errors. The CKeditor files are huge and they should only be loaded when the are needed to be actually used insde the particular page.
Steps To Reproduce	Steps to reproduce Go to admin main page. check the console, see c.lang errors and CKeditor is loaded Expected result Don'T load CKeditor if not needed Actual result See above
