Summary19360: Survey text edit HTML broken : Label must have a for attribute
Description

When clicking on label on general settings (and other) : text are not selected
HTML are not valid
A11Y is totally broken

With chrom : activate F12
Go on Survey text edit

Expected result

Clean HTML and ca,n click on label to select input

Actual result

Invalid HTML

Details Diff		 Fixed issue 19360: Survey settings had labels pointing to no form field, so clicking a setting name did nothing and the page was invalid HTML
Dev Button group labels lost their invalid for= (it targeted the group div) and now name the group via the new ButtonGroupWidget ariaLabelledBy; "Inherit" labels now label their toggle instead of the text field		 Affected Issues
