Summary19077: Survey groups shows number of surveys
Description

Strange bug, see attached picture. A user is not a superuser, but has permission to create survey groups. The list of groups looks like there were about 1600 groups, so it shows the number of surveys, not groups. For a superuser the count is right one. (Theoretically I think a non-superuser should not see the number of surveys at all, but that's not a real problem.)

Another thing, it also seems that when setting a group for a survey the list shows all groups, including those from other users.
