Summary	19063: import of broken lsa file yields success message (but inactive "Go to survey" button)
Description	if you import a broken or empty lsa file, you get a success message (with no numbers for questions etc.)
Steps To Reproduce	Steps to reproduce create a survey by importing a broken lsa file (i enclose one for your convenience) Expected result a warning message Actual result you get a success message (with no numbers for questions etc.)
