The only change between 3.28.69+230815 and 3.28.71+230824 is the Japanese language update, and that's all that should change. If you want to update Yii, you should make a separate PR or commit for this, it's not part of the release commit.

Yea, Carsten did a force push, but only the release commit should be affected.
