After adding a new attribute at admin/participants/sa/attributeControl bulk actions are disabled.

Steps To Reproduce

Steps to reproduce

  1. Create a new attribute.
  2. Check the checkbox on the row of this new attribute
  3. Try to use bulk action select (image1)

Expected result

It opens the dropdown

Actual result

It is disabled
