Summary18926: CPDB participant Actions menu items don't work
Description

I am not able to edit any participant entries in the CPDB.

The Action menu appears next to each property instead of just once for each participant. (see screenshot)

None of the entries in any of the Action menu for each participant does anything when clicked. The URLs attached to each option in the Actions menu is the same as the URL for the page that I'm on.

Community Edition Version 6.1.4+230620
my local server (php 7.4.15, Apache/2.4.46)
Standard/only admin template

Steps To Reproduce

Steps to reproduce

Install version 6.1.4 or 6.1.5
Go to CPDB page
Click on any item in any Actions menu for any participant

Expected result

Selected action (edit, delete, add to survey, etc) should occur.

Actual result

Nothing. No dialog opens. No new page loads. No errors in browser console.

I'm having the same issue with PHP 8.1 and PostgreSQL. Also, when I try to edit user permissions, the button works if we do a page refresh, but if I refresh after searching for a user, I'm back to the first page that lists the users without the filter.
