Summary18773: Send test email functionality does not send test email
Description

The send test email button currently appears to trigger save settings rather than sending a test email.

(Confirmed that email settings are in fact set up correctly by successfully sending survey invitations)

In email settings, click send test email button, wait for popup, click send email

Expected result

As in 5.x: Returns message of the kind "test email sent", test email actually sent

Actual result

Page returns to global settings page, interstital pop-up "Global settings were saved"
