Summary18764: Error when trying to scan for plugins
Description

I am getting an error when I try to scan for plugins.

AdminController cannot find the requested view "/admin/pluginmanager/partial/topbarBtns/rightSideButtons".

Steps To Reproduce

Go to /index.php?r=admin/pluginmanager and click on "Scan files"

Expected result

Should render the page without error.

Actual result

500 error

AdminController cannot find the requested view "/admin/pluginmanager/partial/topbarBtns/rightSideButtons".

The file is missing in develop but not on master.
