Summary17979: Add option to display non-submitted records in the public statistics
Description

Public statistics should currently be displaying only submitted responses (currently not on 3.28.1+220229 - but I reported it as a bug too). It would be good to have a toggle somewhere to allow the public statistics to display the not-completed records too. Others might find it useful.

I would be great if public statistics would have their own link, with switches inside. Like:

https://myserver/[sid]/statistics&display=all

https://myserver/[sid]/statistics&display=completed
