Description

When use php application/commands/console.php plugin --target=sendMailCron sendMailCronSimulate=1 some week ago : it work without issue
But not now : seems index is not default anymore

Download sendMailCron plugin, try to launch with php application/commands/console.php plugin --target=sendMailCron sendMailCronSimulate=1

Expected result

Working

Actual result

Break with
$ php application/commands/console.php plugin --target=sendMailCron sendMailCronSimulate=1
Error: Unknown action: sendMailCronSimulate=1

Usage: application/commands/console.php plugin <action>
Actions:
cron [--interval=]
index --target=value [--function=] [--option=]

It's ok with 4.1.18 and with 3.X but not with 3.28
