Description	If user has no theme permissions in dashboard Survey general settings "?>" is shown instead of theme name.
Steps To Reproduce	Steps to reproduce Create user with no theme permissions. Create new survey. Look at Theme value in Survey general settings. Expected result See theme name. Actual result See "?>"
