Summary17690: Question order initially not set properly
Description

questions added to lime 4/5 INITIALLY all get a question_order=1.
After reordering the questions, or even just saving the question_order page, the question order is set properly.
This was not the case in earlier version of limesurvey. See attached screenshots of V5 en V3.
It explains for me the sometimes wird behaviour of the question ordering.

simply add a few questions to a fresh survey and have a look at the question_order in the table [lime_questions] with the help of a database tool like phpmyadmin.
then reorder a question or just save the 'question_reordering' page.
