Summary17210: Invalid TSV : OK on mysql/pgsql, broken on MSSQL
Description

Some invalid TSV file cabn be imported and auto-fixed in Mysql but not with MSSQL

Steps To Reproduce

On a MSSQL server
Import included TSV file
Try to edit questions : see the error (attahced file with debug)

Do same with mariadb : no error : japan are autocorrected.

Additional Information

Strangely : Chack Data intergrity didn't work.

4.X can not have the same issue (i10n table)
