Summary17190: Update Theme Permission Language
Description

This is a follow up from 13582.
To avoid confusions on what is expected, language should be changed a bit.

Permission -> Assign to Survey Permission
New Paragraph: If the user doesn't have view/read global permission, please select the themes he would be able to assign to surveys.
Access -> Allowed
