Description

When we export data to SPSS, answers to text questions that contain the "<" symbol are truncated just before the character in question.

Steps To Reproduce

Enter an answer to a text question including the "<" character.

Additional Information

The problem is also present when displaying the response table in the LS web interface.

Details Diff		 Fixed issue 17124: Text answers containing "<" followed by a letter were cut off in the response list, the response view and the SPSS/R export
Dev Participant answers are plain text and no longer go through strip_tags()/HTMLPurifier; they are HTML escaped on display instead, answer option texts are still flattened
